Visual Studio 2013 :

Remove double blank lines
Old:

New:
^(?([^\r\n])\s)*\r?\n(?([^\r\n])\s)*\r?\nAnother

Click Ctrl-H (quick replace)

Tick "Use Regular Expressions"

In Find specify
^$\n

In Replace box delete everything.

Click "Replace All"
